(1) It will ccx►gly with: <br />(1) Title VI of the Civil Rights Act of 1964 (Pub. L. 68-352), and the.regu- <br />lations issued pursuant thereto (24 Cf'R Part 1), which prwides that no person <br />in the United States shall on the grounds of race, color, or national origin, be <br />excluded fran participation in, be denied the benefits of, or be othecwise sub- <br />jected to discrimination under any program or activity for which the applicant <br />receives Federal financial assistance and will imnediately take any measures <br />necessary to effectuate this assurance. If any real praperty or structure there- <br />on is provided or improved with the aid of Federal financial assistance extended <br />to the applicant, this assurance shall obligate the applicant, or in the case of <br />any transfer of such proQerty, any transferee, for the period during which the <br />real property or structure is used for a purpose for vhich the Federal financial <br />assistance is extended, or foc another purpose iryvolving the provision of similar <br />services or benefits. <br />(2) Title VIII of the Civil Rights Act of 1968 (Pub. L. 90-284), as amended, <br />administering all programs and activities relating to housing and crnmunity <br />development in a manner to affirmatively further fair housing; and will take <br />action to affirmatively further fair housing in the sale oc rental of housinq, <br />the financing of housing, and the prwision of brokerage services. <br />(3) Section 109 of the Housing and Cceeminity Development Act of 1974, and the <br />regulations issued pursuant thereto (24 CFR Part 570.601), which provides that no <br />person in the United States shall, on the grounds of race, color, national origin, <br />or sex, be excluded fran participation in, be denied the benefits of, or be sub- <br />jected to discrimination under, any progrmn or activity funded i.n whole or in part <br />with funds prwided under this Part. <br />(4) E7cecutive Order 11063 on eoual opportunity in housing and nordiscrimina- <br />tion in the sale or rental af housing built vith Federal assistance. <br />(5) Executive Order 11246, and the regulations issued pursuant thereto (24 <br />CFR Part 130 and 41 CFR Chapter 50), and Section 4(b) of the Grant Agreement, <br />which provides that no person shall be discriminated against on the basis of race, <br />color, religion, sex or national origin in all phases of ertploymerit during the <br />performance of Federal of federally assisted construction contracts. Contractors <br />and subcontractors on Federal and federally assisted construction contracts shall <br />take affirmative action to insure fair treatment in emplafinent, upgcading, dena- <br />tion, or transfer; recruitment or recruitment advertising; layoff or termination, <br />rates of pay or other fonrts of caipensation arid selection for training and <br />apprenticeship. <br />(m) Zt will canply with Section 3 of the Bwsing and Urban Development Act of <br />1968, as amended, requirirrg that to the greatest extent feasible cpportunities <br />for training and enQloyrtient be given to lower-incane residents of the project <br />area and contracts for work in connection with the project be awarded to eligible <br />business concerns which are located in, or owned in substantial part by, persons <br />residin9 in the area of the project. <br />(n) It will: <br />(1) To the greatest extent practicable under State law, cortnly with Sections <br />301 and 302 of Title III (Uniform Real Prooerty Acquisition Policy) of the Uni- <br />form Relocation Assistance ard Real Prooerty Acauisition Policies Act of 1970 and <br />Will catply With Sections 303 and 304 of Title III, and HUD inplementing instrur <br />tions dt 24 CFR Part 42; and <br />(2) Inform affected persons of their rights and of the aoquisition policies <br />and procedures set forth in the regulations at 24 CFF Part 42 and S570.602(b). <br />(o) It will: <br />(1) Canply with Title II (Uniform Relocation Assistance) of the Uniform Relo- <br />cation Assistance and Real Property Acquisition Policies Act of 1970 ard EI[JD <br />3 <br />
