Any ancl alI detailed or field determinatiorL <br />iail1 be done as a part of the Step 'L work program. <br />ilistorical Clearance <br />Enbineer stiall provide the applicable state replatory agencies <br />with copies of the facility plan for their review of lts effect <br />on the area's historical and archeological sites. In the event <br />of a field review of the facility iocations, Engineer sha11 not <br />provide on-site personnel to assist the state representative in <br />locatinb the construction areas. The project's effects will be <br />determined by the state afficer. <br />Collector Line Elihibility <br />Engineer shall anaZyze all sewer lines for grant-in-aid eligi- <br />bility according to PRri 78-9 (3-3-78). He shall locate parties <br />who do not have sewer service in the planning area by visual <br />on site review and water usage records. An on site review with <br />county health off icer and City staff as to effectiveness of <br />present disposal means, degree of property devclopment, soil <br />suitabzZity based on SCS publishecl data, and analysis of effective <br />alternatives to adequately dispose of such wastewater, layout <br />plan of collection system where warranted and detail cost esti- <br />mates of recommended immediate improvernents. Using the City's <br />latest fiscal year cash flow and expense/revenue records, Engi-- <br />neer shall project probable' ranges of user charges necessary to <br />operate and maintain the system and service recommended and <br />existing capital debt. The projected user charges will be pre - <br />sented in conjunction with tlle joint facility plan/environiriental <br />assessment public hearing. `1'his task is grant-in-aid eligible. <br />Cost estimate $41,800.00. <br />Industrial Pre-Treatment <br />Lngirieer sha11 conduct ari industrial survey as required by <br />403.8 of the Pre-treatment Regulations including identification <br />of applicable system users, the character and valume of pollu- <br />tants discharged, type of Zndustry and location. Engineer shall <br />rely fully on the data contained in the "Iildtistrial Flow AZoni- <br />toring, Volume IV", of the Paris I/I Survey. He shall monitor <br />the flooa of new industries not included in said Volume IV. Work <br />includes Section 305.907 (d) -(1) (2) (4) anly. Industrial <br />loading will be limited to BOD, TSS, pH, and cliscussions with <br />industry on use of toxics. <br />All regulations, ordinances, contracts, joint powers agreemc-nt, <br />legal authority, adequacy of enabling legislation, and mectiunism <br />to be used for control and enforcement will be furnished by <br />City's attorney at no cost to Engineer. <br />Isn,--ineer shal1 :Curnish techniczl inforrnation necessary ta support <br />Page 2 of 3 <br />
