CITY OF PARIS <br />CITIZEN PARTICIPATION PLAN <br />Relative to Community Development Block Grant Program <br />I. Introduction <br />A. Purpose: The purpose of this Citizen Participation Plan is to set <br />forth policies and procedures that will be implemented by the City <br />to assure compliance with requirements for Citizen Participation <br />in the planning and implementation of Community Development Block <br />Grant (CDBG) Projects funded by the Housing and Community Develop- <br />ment Act of 1974. <br />B. Policy: The City shall: <br />1. Provide citizens with adequate information as to the purpose, <br />requirements, eligible activities and available funds of the <br />CDBG Program prior to preapplication. <br />2. Hold at least two public hearings to obtain citizen views and <br />input to the program development prior to preapplication. <br />. 3. Provide citizens with adeqi.iate opportunity to participate in <br />the development of CDBG applications and their subsequent <br />implementation. <br />II. Plan <br />A. The City shall rely upon two modes of communication in its Citizen <br />Participation process. First, the City shall utilize the Public <br />Hearing as a method to disseminate information, to obtain views <br />of citizens on community needs and to receive proposals. Secondly, <br />the City shall utilize-the Planning Commission to critically <br />analyze proposals and offer alternatives during the planning process. <br />1. The Public Hearing shall be used according to the following <br />schedule for the specified purposes. <br />a. January 30, 1978 at 7:00 P.M. shall be set as the time and <br />date for the first Public Hearing before the City Council. <br />Purpose of the Public Hearing will be to receive public <br />opinion and suggested programs. Legal Notice of Public <br />. Hearing will be given by publication in the Paris News, <br />Sunday, January 15, 1978. <br />EXHIBIT A <br />
