City Council Meeting <br />July 5, 2001 <br />Page 2 <br /> <br />BLOCK 33, ON PROPERTY BELONGING TO HAM AND T, INC., A <br />TEXAS CORPORATION, SO AS TO INCLUDE THEREIN TERRITORY <br />FORMERLY DESIGNATED AS A TWO-FAMILY DWELLING DISTRICT <br />(2-F); DESIGNATING THE BOUNDARIES OF THE NEIGHBORHOOD <br />SERVICE DISTRICT (NS) SO ESTABLISHED; PROVIDING FOR A <br />PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING AN EFFECTIVE DATE, WAS PRESENTED. <br /> <br />A motion was made by Mayor Pro Tem Manning, seconded by Councilman <br />Gray, for adoption of the ordinance. The motion carried 6 ayes, 0 nays. <br /> <br />Mayor Pfiester declared the public hearing open to consider the petition of A1 <br />Turinsky for a change in zoning from a One-Family Dwelling District No. 2 <br />(SF-2) to a One-Family Dwelling District No. 3 (SF-3) With Specific Use <br />Permit (39) Mobile Home on Lots 1 through 8, Block 11, Westside Addition, <br />being located in the 2000 Block of West Cherry Street and West Plum Street. <br /> <br />Mayor Pfiester called for proponents to appear and none appeared. <br /> <br />Mayor Pfiester called for opponents to appear. Sybil Colson, 819 Lamar <br />Avenue, was present as a property owner and stated that she also represented <br />other property owners in the neighborhood who were opposed to the petition. <br />Ms. Colson stated that Mr. Turinsky would be making a mobile home park on <br />this property. Ms. Colson said this would devalue the property in the <br />neighborhood. She said what Mr. Turinsky is seeking to do is place a mobile <br />home park in the middle of a residential neighborhood and this will place a <br />burden on the infrastructure that is in place. <br /> <br />Mayor Pfiester asked for a show of hands of those who were opposed to the <br />zoning change, and approximately 95% of those in the room raised their hands. <br /> <br />No one else appeared, and the public hearing was declared closed. <br /> <br /> <br />
