He has alsa <br />overseen daily management of economic development corporations and housing finance <br />corporations on a contract basis. <br />Mr. Hunter is a licensed mortaaaP loan oriqinator registered throuah the Nationwide <br />Mortgaae L~ icensincLSystem an Reaistrv. <br />As a member of the Texas Rura1 Development Council, Mr. Hunter served as Secretary nf <br />the eoard and chaired the Council's Texas Resource Team committee. Under that <br />program teams of federal, state, local and private sector experts assist rural <br />communities by determining their development needs and identifying and designing <br />projects to redevelop and market the communities to make them more attractive for <br />business development, recruitment and retention. Communities that Mr. Hunter <br />personally assisted through this program include the cities of Hearne, Unden, Winnsboro, <br />Stephenville, Queen City, Lufkin, Texarkana and Crystal City. <br />Mr. Hunter is also proficient in developing ieveraging for a variety of types of projects. <br />He has worked with housing finance coi-parations and economic development <br />corporations to create leveraging programs for local housing and business development <br />efforts. Examples include financing infrastructure development, interim construction <br />financing, multi-family and single-family mortgage bond issues and the development of' <br />required matching funds for both state and locally managed federally funded programs. <br />In homebuyer programs, he has extensive experience in working wlth local banks and <br />mortgage companies in creating effective programs to assist low and very-low income <br />families. <br />In addition to planning and managing projects, Mr. Hunter is proficient in training and <br />presentations. He has made training presentations at regional meetings of the National <br />Community Development Association, area Council of Government local offitial training <br />sessions, the Texas Rural Development Council and at state-wide and regional housing <br />and community development conferences. He has taught courses in leveraging funds, <br />grant acqulsition, grant management, strategic plan development, developing grant <br />friendly projects, and on federal rules and regulations. <br />Mr. Hunter has developed strategic plans for the Texas Rural Development Council, <br />Linden Economic Development Corporatlon, Cameron County Housing Finance <br />Corporation, Tyler Community Homes, RockwaN Housing Development Corporation, and <br />the East Center Community Development Corporation, <br />Some of the projects that Mr. Hunter has designed, developed, managed or helped <br />arrange financing for include: <br />• The development of a medical facility in combination with elderly housing in <br />Springtown, Texas, which created a viable market for doctors and physician <br />assistants in the community <br />• Constructive reuse of a high school building into elderly housing in Port Arthur, <br />Texas <br />• Review of program design and develapment of a financial marketing strategy for <br />an educational and jobs training program for a non-profit corporation in Baltimore, <br />Maryland <br />• Development of elderly and special needs duplex complexes in Springtown, Texas <br />106 <br />
