D Equal Opporlunity/SecNan 504 Reqniremeats • While Paris Living understands that the City is familiu with federal Equal Employment and Section 5U4 Regulations, Paris Living will undertake to ensure that those reguladons are met during the execution of the TDHCA funded program and will be available to advise the City on issues regarding those rules and regulations. Paris Living understends that the City's Homebuyer Assistance Pragram is essentially a financial program designed to enable low income families to become first time homebuyers. However, although rare, there may be occasions wherein the house being purchasal is new consWction. [n those instances, Paris Living will tnake itself available, on behalf of and at the request of the City, to homebuilders and developers whose houses become a part of the program on an as needed basis respond to equal employment and Section 504 issues, should any arise. ➢ Labor Standards and Moaitoring • In the instance where monitoring of labor standards becomes a requircment oE this program and the City, Paris Living understands that the City may have employees tasked with monitoring Labor Standards. If, however, the City desires Paris Living to perform thosc monitoring activities, then Paris Living will be pleased to offer monitoring services to the C'ity for a negotiated flat rate or at the at the Paris Living normal consulting rate of $90.00 per hour. ➢ Section 3 Opportunities . Paris Living is not a Section 3qualified organization. However, Paris Living will, wherever possible, erbcourage the hiring of, or cantracting with, local individuals or companies tthat meet the Section 3 definitions. Pairs Living will compile any peciodic reports on Sectiain 3 activities and accomplishments as may be required by TDHCA for approval and submis.5ion by the City. ➢ Affordable Housing Down Payment • Paris Living will continuaily work with the lenders and Realtors to provide the homebuyer assistance to families at lower median ineornes• Although the program can assist families with household incomes equal to 80% of the area median income by family size, Paris Liaing understands the City's desire to assist families in the lower income strata. Paris Living wili continually encourage participating lenders to assist lower income families. This will be an ongoing effort throughout the program and will be done through the lender's training and by telephone. Historically, homebuyer assistance progcams managed by Paris Living's Executive Director have averaged assisting faznilies at 60% of the area median income. ➢ Contraet Close Out Assistance • Paris Living will assist the City in its eontract close out process by completing all, the required forms on behalf of the City, interfacing with TDHCA on any issue that might preclude an appropriate closure to the program and delivering all the files to the City for long term storage. ➢ Additional Services • Paris Living will provide any and all other services as may be required by the City and that Paris Living has the ability and expertise to perforcn. If any additional services are required, they will be performed at the specific request and direction of the City. Unless negotiated at a flat project rate, fees for said additional services will be billed at the Paris Living narmal consulting rate of $90.00 per hour. 101
