Statement of QualiScations <br />As mentioned earlicr, Paris Living has over ten years experience in local housing programas. <br />Specifically, Paris Living has managed several HOME Contracts with TDHCA for homebuyer <br />assistance and has managed a$rant from the Meadows Foundation. The contract consultant for <br />Paris Living (who is not an employee of the Corporation) actually has over twenty-two years <br />managing federally funded programs as well as over eighteen years oF local government <br />experience. He has successfully managed both HOME Investment Partnership Program and <br />Community Devetopment Block Grant Program funded homobuyer assistance programs in <br />Garland Texas and Arlington Texas and has managed over twenry-seven homebuyer assistance <br />programs for clients receiving HOME Investment Partnership Program funds from TDHCA. In <br />addition to homebuyer assistance programs, he has helped his clients with new multi-family <br />construction projects, rental rehabilitation projects, new senior rental housing develogments, <br />disaster relief programs and conversion of non-housing type buildings into honsing for senior <br />citizens. He has been involved in the HOME Investment Partnership Program since its <br />inception. Re has worked on a national housing taskforce at the request of HLTD, has worked <br />on a HOME Program taskforce for TDHCA and has provided capacity building assistance to <br />housing related non-profit organizations throughout ihe State of Texas. A more detailed <br />biography including examples of his accomplishments and a list of his past and currcnt la;al <br />government and housing related non-profit organization clients is attached for your review. <br />Proposed Cost of Services <br />The foliowing proposed cost of services is being presented by scope of work category as <br />reimbursable by TDHCA as was requested. However, ii should be noted that aclual billing of <br />administrative fees to TDHCA is limited to the same percetttage as projects completed and <br />project funds drawn. Therefore the actual invoicing for adtninistrative activilies will be done <br />immediately following the closing of each project. Additionally, the costs being submitted are <br />based upon the City completing ten toans per year through ttus program. Total cost msy be <br />adjusted percentage-wise according to the total amount of grant funds actualty expended and <br />may be adjusted according to limits imposed by TDHCA throughout the contract temz. Paris <br />T.iving will endeavor to have all its Fees charged to the City be reimbursed by TDHC;A <br />wherever possible and will be willing to cap its fees in accordance with caps imposed by <br />TDHCA for the program. Therefore, Paris Living reserves the right to mend fees on individual <br />activities performed based upon changes in TDHCA policy and allowances with the <br />understanding thal Paris Living total fees will not exceed overall TDHCA caps establishad lfor <br />the program. The following is an example of how fees will be assessed based upon current <br />TDHCA activities and allowances. <br />102 <br />
