He stated that if the City <br />Council concurs with the selection of Hayter Engineering, then a contract will <br />be developed with all elements and cost,and will be brought back to the City <br />Council for consideration. <br />Reeves Hayter appeared before the City Council and discussed this project <br />with the City Council. <br />After discussion, a motion was made by Councilman McCarthy, seconded by <br />Councilman Bell, to select Hayter Engineering for the Downtown StreetScape <br />Project. The motion carried 7 ayes, 0 nays. <br />Mayor Pfiester announced that the next item on the agenda was a presentation <br />of and possible action regarding optional provisions for a tower ordinance. <br />City Attorney Schenk said there are a number of purposes which can be served <br />by this proposed ordinance. He said the Legal Department has attempted to <br />compile a comprehensive list of purposes from other ordinances and a list of <br />fifteen proposals have been furnished the City Council for review and <br />consideration. <br />City Attorney Schenk advised that the general purpose of this ordinance is to <br />regulate the placement, construction, and modification of towers and <br />telecommunications facilities in order to protect the health, safety, and welfare <br />of the public, while at the same time not unreasonably interfering with the <br />development of the competitive wireless telecommunications market place in <br />the City. The purposes of this ordinance are as follows: <br />1. <br />(a) To regulate the location of towers and telecommunications facilities in <br />the city. <br />. <br />
