Minutes of the Regular City Council Meeting <br />October 4, 2001 <br />Page 15 <br />Cities will have a lower cost for power which will be lower than what the city <br />would have if the City of Paris was not a member of CAPP. No one knows if <br />the cost of power will actually go down as a result of deregulation. <br />The PUC's priority is not to lower consumer cost but to make sure there is <br />competition. The two do not necessarily go together <br />Another problem is that we are behind the curve in terms of the timing as the <br />legislature anticipates, because the PUC has not made a number of critical <br />rulings that they need to make with regard to certain components of the overall <br />rate for electricity. These include how the cost of gas is going to be allocated <br />among the parties in terms of the power plant, the power distribution systems, <br />and the retail electric provider. The PUC does not anticipate making those <br />decisions until November. This will make it difficult to sign a contract before <br />the end of the year. The speculation is that the PUC will also extend the time <br />frame for deregulation to go into effect. <br />Terry Townsend, Director of Public Works, came forward presenting a slide <br />show and an update on some of the projects that the city has completed or that <br />are still in the process. <br />Betty Landon, Library Director, came forward telling the City Council that <br />effective October 5, 2001, their new schedule will be in place and they will be <br />open six days a week. <br />There being no further business, a motion was made by Councilman Bell, <br />seconded by Councilman Plata, to adjourn the meeting.
