Minutes of the Regular City Council Meeting <br />October 4, 2001 <br />Page 4 <br />tonight is a denial by the Planning and Zoning Commission; it would take a <br />three-fourths vote, that is a 6-0 total maj ority vote, by the City Council to take <br />action other than that the P&Z has recommended. Mr. Schenk also pointed out <br />that there has been a protest petition filed against the zoning change and also <br />in that instance, there has to be a three-fourth vote by the entire City Council. <br />Therefore, under state law and the city's ordinance it would take a 6-0 vote by <br />City Council for the petition/proposal to be approved tonight. <br />Margaret McCarthy, 7067 S. W. 19th Street, appeared before the City Council <br />advising that her children have been going to this daycare for four years. Ms. <br />McCarthy said they provided a wonderful service for her children. Ms. <br />McCarthy said they have a very nice clean home. <br />Angelia Anya, 405 N. W. 14th Street, came forward telling the City Council that <br />she has been using the Malcom's Daycare for the past five years. Ms. Anya <br />said she was a single mother and worked shift work and this daycare is the only <br />one in the city that has every shift change that she has in her schedule. Ms. <br />Anya said she was appearing in support of the zoning change. <br />Betty Hindman, 3305 Bonham, also appeared speaking in opposition to the <br />zoning change. Ms. Hindman stated that people live in the homes in this area <br />and do not operate businesses in those homes. She pointed out that there are <br />many elderly people living in the neighborhood and they have pride in their <br />homes and yards. It was Ms. Hindman's request that the neighborhood be kept <br />strictly as residential. <br />Linda Butler, 3345 W. Kaufman Street, appeared before the City Council <br />advising that her family has been living in this neighborhood since 1977. Ms. <br />Butler felt the daycare would take away from the neighborhood quality, and <br />they do not want that because they have worked hard to create an extended <br />family. Ms. Butler did tell the City Council that she has not been bothered with <br />the daycare. <br />
