CITY COUNCIL AGENDA <br />Notice is hereby given that the City Council of the City of Paris shall meet in regular session <br />at 5:30 p.m. on Monday, October 22, 2012. The meeting will be held at the City Council <br />Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted <br />upon are as follows: <br />Opening Agenda <br />1. Call meeting to order. <br />2. Invocation. <br />3. Pledge of Allegiance. <br />4. Citizens' forum. <br />(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless <br />an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to <br />any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person <br />with specific factual information. Claims against the City, Council Members, or employees, as well as <br />individual personnel appeals are not appropriate for citizens' forum.) <br />Consent Agenda <br />Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable <br />to all items appearing on the Consent Agenda. A Council Member may request any item to be removed <br />from the Consent Agenda and considered as a separate item. <br />5. Approve minutes from the meetings on October 8, 2012 and October 15, 2012. <br />6. Receive reports and/or minutes from the following boards, commissions, and committees: <br />a. Paris Economic Development Corporation (9-13-2012) <br />b. Historic Preservation Commission (9-24-2012) <br />7. Receive September drainage ditch maintenance report. <br />8. Receive dilapidated structure report. <br />9. Discuss possible future amendments to the City of Paris Charter. <br />10. Approve the Routine Airport Maintenance Program (RAMP) Grant and authorizing the <br />execution of a Grant Agreement for TxDOT Project No. AM2013PARIS. <br />11. Approve closing out the contract with NCM Demolition in the amount of $47,539.65 for <br />the second phase of Hazardous Materials Remediation of the Grand Theater. <br />12. Approve the nomination of the "L.O. Hammons" sign as a Historic Sign located in the <br />Downtown Historic District. <br />Regular Agenda <br />13. Discuss, public hearing, first reading, and possibly act on an Ordinance designating a <br />Historic District Overlay (HD) on Lot 20, City Block 131, located at 726 W. Sherman <br />Street. <br />14. Discuss, second reading and act on an Ordinance disannexing a 3.00 acre tract and a <br />10.001 acre tract of land out of the Reddin Russell Survey 3A-786, located off of <br />
