Discuss, first reading and possibly act on an Ordinance authorizing the issuance of the City's General Obligation Refunding Bonds; appointing a representative of the City and delegating to the representative certain matters with respect to the sale of the Bonds; establishing parameters for the approval of such delegated matters; approving the use of an escrow agreement and a paying agent/registrar Agreement; engaging bond counsel; providing for the pledge of funds for the payment of the Bonds; and enacting other provisions relating to the issuance and sale of the Bonds. 16. Discuss and provide direction to city staff on a request from Guaranty Bond Bank to allow relocation of their existing billboard. 17. Discuss and act on a Resolution approving an application to the Texas Department of Transportation's statewide transportation enhancement program for funding of a two mile addition to the Trail de Paris; and authorize the City Manager to acquire two parcels of land for the project. 18. Discuss and act on approval of a deduction Change Order # 1 in the amount of $66,305.80, and closing out the contract with Four Thirteen Inc. in the amount of $27,884.93 for the 2011-2012 Water and Wastewater Capital Improvements. 19. Receive report, discuss and possibly act on drainage problem on York Street. 20. Receive and discuss update on the Grand Theater. 21. Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter, as follows: • Ranger Abbott v. The City of Paris • CPC Coatings Claim 22. Reconvene into open session and possibly take action on those matters discussed in Executive Session. 23. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 24. Adjournment.
