MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF PARIS, TEXAS October 15, 2012 The City Council of the City of Paris met for a special session at 5:30 p.m. on Monday, October 15, 2012, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: A.J. Hashmi Council Members: Aaron Jenkins; Billie Lancaster; John Wright; Richard Grossnickle; Matt Frierson; and Cleonne Drake City Staff: John Godwin, City Manager; Kent McIlyar, City Attorney; Janice Ellis, City Clerk; Shawn Napier, City Engineer; Doug Harris; Utilities Director; and Ron Sullivan, Public Works Director Opening Agenda 1. Call meeting to order. Mayor Hashmi called the meeting to order at 5:30 p.m. Regular A�enda 2. Presentations from engineering firms Freese & Nichols; Hayter, and KSA regarding a ten year Capital Improvement Plan for the City of Paris. City Council heard presentations from the engineering firms on preparation of a ten year Capital Improvement Plan. The firms answered questions related to the number of employees, location of employees, timeframe for preparing a plan, and the ability to go through the bond process. 3. Discuss and act on selection of an engineering firm to prepare a ten year Capital Improvement Plan for the City of Paris. It was a consensus of City Council to study the handouts and bring this to a future Council meeting. A Motion to table the item was made by Council Member Lancaster and seconded by Council Member Wright. Motion carried, 7 ayes — 0 nays. 4. Discuss the Fire Chief Position. Council Member Drake said she requested this item for informational purposes. City Manager John Godwin explained that he thought the best thing short term for the Fire Department was to hire an external candidate. Mr. Godwin said they could advertise with TML, recruit or hire a consultant. Mr. Godwin said he had met with a candidate who would be great -� 13
