Why is a bond election being called? <br />The proposed Capital Improvement Program represents <br />an opportunity for the City of Midlothian to address <br />several critical issues. Residential and commercial <br />growth city-wide has created a need for enhanced <br />traffic flow throughout the City and better access to <br />State highways and major thoroughfazes. The <br />extensions of Mortis Road and South 14`h Stteet are <br />proposed to create necessary north-south roadway <br />systems. The widening of George Hopper Road will <br />provide improved traffic flow azound existing schools, <br />pazk, and shopping facilities in the central region of our <br />community. Recent citizen surveys revealed that 77% <br />of those interviewed support the concept associated <br />with these improvements. <br />Additionally the Bond Program involves water and <br />sewer improvements in many azeas of the City. New <br />development and aging utility infrastructure will <br />continue to change the demand for service. Water <br />reliabiliTy also effects State Fire Insurance ratings for <br />all property owners. The Capital Improvement Program <br />will extend new water and sewer mains and upgrade <br />existing wastewater pump stations and force mains. <br />How will the bond money be spent <br />and what is the impact ? <br />Proposition No. 1. $16.755 million for street <br />improvements. <br />• Moms Rd (US 67 at Dove Ln. S. to Mt. Zion Rd) <br />Proposed 2-lane concrete street with 120-ft. wide <br />right-of-way. <br />• George Hopper Rd. (FM663 to US 287) <br />Proposed 5-lane concrete street, with continuous <br />lane and proposed 80-ft right-of-way. <br />• S. 14°i Street (US 287 S. to George Hopper) <br />Proposed 2-lane concrete street with 60-ft right-of- <br />way. <br />• S. 14'' Street (George Hopper Rd. S. to Mt. Zion) <br />Proposed 2-lane concrete street with 90-ft right-of- <br />way. <br />The sale of bonds for street projects will require an <br />incremental tax increase totaling approxunately $0.10 <br />to be phased in over the next three years.
