MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />December 6, 2001 <br />The City Council of the City of Paris met in regular session, Monday, December <br />6, 2001, 6:00 P. M., Paris Junior College, Applied Technology Building, Room <br />1016, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester called the <br />meeting to order with the following Council Members present: John F. Bell, <br />Richard Manning, Joe E. McCarthy, Kevin Gray and Benny Plata. Also present <br />were City Manager Michael E. Malone, City Attorney Larry W. Schenk, and City <br />Clerk Mattie Cunningham. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission's meeting for December 3, 2001, and they are hereby attached to <br />these minutes as Exhibit A. <br />Mayor Pfiester declared the public hearing open to consider the petition of Greg <br />Caton for a change in zoning from a Commercial District ~O) to a Commercial <br />District C) With Specific Use Permit (52) Signs and Billboard on Lot 2, City <br />Block 318, being number 3005 Loop 286 N. E. <br />Mayor Pfiester called for proponents to appear, and Greg Caton with Genesis <br />Outdoor Advertising came forward seeking Council approval to build a billboard <br />structure at the above location. <br />Mayor Pfiester called for opponents to appear, and James Martinez, 512 N. E. 42, <br />appeared before the City Council. Mr. Martinez said he is one of five advertising <br />companies in the City of Paris with approximately eighty billboards in the Paris <br />area. Mr. Martinez requested that this request not be granted and possibly be <br />tabled. He said over the last year he has seen two other companies come into the <br />area constructing billboards and did not finish the construction. Mr. Martinez <br />explained that this makes it hard on his company. He said he would like to see the <br />city come up with new requirements or adopt the Texas State Rules governing <br />billboards. <br />Mayor Pfiester advised that the city has regulations governing billboards. Steve <br />Methven, Chief Building Official, advised that the city code states that you cannot <br />construct a billboard within 500 feet of a road, where the state requirement is <br />
