MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />August 21, 2001 <br />The City Council of the City of Paris met in special session Tuesday, August 21, 2001, <br />6:00 P. M., Paris Junior College, Applied Technology Building, Room 1016, 2400 <br />Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester called the meeting to order <br />with the following Council Members present: John F. Bell, Joe E. McCarthy, Richard <br />Manning, Kevin Gray, and Benny Plata. Also present were City Manager Michael E. <br />Malone, City Attorney Larry W. Schenk, and City Clerk Mattie Cunningham. <br />Invocation was given by Gene Anderson, Director of Finance for the City of Paris. <br />There was no input from interested citizens of Paris proposing services or projects to <br />be included in the 2001-2002 City of Paris Budget. <br />City Manager Malone announced that the next budget for consideration was the City <br />Attorney's department. He said the total for this budget is $367,878.00, which includes <br />$16,000.00 in capital outlay. City Manager Malone said he had given the City Council <br />a list of budget reductions for the City Attorney's budget. He said Communications- <br />Telephone had been reduced by $500.00; Insurance and Bonds reduced by $500.00; <br />Court Costs, Special Services Fees reduced by $500.00; Utilities - Electricity reduced <br />by $500.00; Training, Tuition was cut by $500.00; Contract services, reduced by <br />$7,000.00 and Building and Grounds, reduced by $8,000.00. He said the Capital <br />Account for Furniture and Fixtures was reduced to $500.00 from $1,500.00; and <br />Capital Account for Machinery-Tools and Equipment was reduced by $8,000.00. <br />City Attorney Schenk advised that the concept was to try and make all the reductions <br />they could in the sense that all the departments are contributing to the reduction over <br />all. The City Attorney said the $8,000.00 reduction in his budget was placed in the City <br />Council's budget because it is used to prepare the council agendas. He also said that <br />the $7,000.00 that was cut from Contract Services is needed for outside council if <br />necessary, if nothing more than for advice. City Attorney Schenk also advised that he <br />provides legal services to the Housing Authority of the City of Paris. Councilman Bell <br />felt this should be placed in the contingency fund. <br />There were no changes made in this department. <br />City Manager Malone said the next budget for consideration was the Municipal Court <br />
