Special City Council Meetrng <br />August 21, 2001 <br />Page 2 <br />Department, and advised there was a reduction made to this budget in the amount of <br />$3,000.00, and the requested certification pay program has not been included in this <br />budget. <br />Municipal Judge Thomas Hunt III came forward telling the City Council that under the <br />Machiney-Tools and Equipment, the Council will see that nothing is budgeted for <br />capital outlay because they have court costs that they are collecting that are placed in <br />a designated fund that is used for capital items. <br />Gene Anderson, Director of Finance, advised the City Council that the Texas Municipal <br />League has adopted a five year vesting instead of the ten year vesting, and this also <br />effect the benefit cost. He explained the stability pay for the employees, which is paid <br />to employees based on their length of service with the City of Paris. <br />Judge Hunt went over the personnel in his department and what their jobs entail. He <br />explained that he works under contract with the city and expenditures come out of the <br />contractual account along with his telephone expense, insurance and bonds, travel <br />expenses, associations, training. Jury fees are paid out of this account. <br />Judge Hunt said he has requested for the last three or four budgets to include <br />certification pay for his Court Clerks as they are all certified through the State of Texas <br />Court Clerk's Certification Program. He advised that one of the reasons expenditures <br />were reduced from the training account was that his chief clerk, Yvonne Chance, has <br />decided that she does not want to go through all of the work and the writing of the <br />thesis for the Level III Certification since there will be no change in her pay. She <br />presently has completed Level I and Level II of this program. The other clerks have <br />completed the certification to a Level L Gene Anderson advised it would cost <br />approximately $3,800.00 to $3,900.00 for this certification pay. <br />After discussion, no changes were made in the budget for Municipal Court. <br />City Manager Malone said the next budget for consideration was the City Clerk's <br />Department. He said the total budget is $120,577.00 which is down from this year's <br />budget of $155,820.00 due to the reduction in capital outlay. City Manager Malone <br />said the City Clerk has reduced the Minor Apparatus Account from $1,250.00 to <br />$350.00, which eliminates the expense for a desk and chair; Insurance and Bonds <br />
