City Council Meeting
November 13, 2000
Page 10
A motion was made by Councilman McCarthy, seconded by Councilman Gray,
for approval of the resolution. The motion carried 7 ayes, 0 nays.
Mayor Pfiester called for discussion and consideration of possible action
regarding response to notice of availability of the current U. S. Post Office
building.
City Manager Malone read a letter sent to the City of Paris by Stoneleight Huff
Brous McDowell Commercial Real Estate Services, Worldwide, which is a
notice of availability excess real property former Post Office, 231 Lamar Ave.,
Paris, Texas, as follows:
"The United States Postal Services (USPS) has declared the real property
described on the enclosed fact sheet as excess and available for disposal.
This is notice that state and local government may make an offer to purchase
this property before the USPS offers it for sale to the general public.
Any government entity desiring to purchase this property must notify this
office, in writing, within sixty (60) days of the date of this letter (December 4,
2000). Upon receipt of such notice, the USPS will promptly supply the
interested party with a Purchase and Sale Agreement and advise them of the
procedures necessary to acquire the property."
City Manager Malone advised the City Council that the building is
approximately 28,673 square feet and the land is approximately 33,270 square
feet, and will be occupied through December, 2000. City Manager Malone
said the government gives preference to the other governments and federal
agencies if they want to utilize that building for some purpose. He said they
will have an appraised value, and he did not know what that is, and in some
cases in the past, they have been willing to give it to local governments for
one dollar, but that may no longer be the case. City Manager Malone said if
the City Council elects to go forward with building a new facility for the police
and court building, he did not foresee any use of this building for any
department in the City of Paris. The City Manager said the study reflects that
it would cost over nine million dollars to rehabilitate the building for use of a
police and court building.
After discussion, a motion was made by Councilman Bell, seconded by
