MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />November 9, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Thursday, November 9, 2000, 6:00 P. M., Paris Junior College, Applied <br />Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor <br />Michael Pfiester called the meeting to order with the following Council <br />Members present: Richard Manning, John A. Carter, Jr., Kevin Gray and <br />Benny Plata. Also present were City Manager Michael E. Malone, Assistant <br />City Attorney Stephanie Harris, and City Clerk Mattie Cunningham. <br />Invocation was given by Terry Townsend, Director of Public Works for the City <br />of Paris. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission meeting held November 6, 2000, and attached hereto as Exhibit <br />A to these minutes. <br />Mayor Pfiester called for consideration of and action on the Final Plat of The <br />Hills, Phase I. <br />A motion was made by Mayor Pro Tem Manning, seconded by Councilman <br />Gray, for approval of the Final Plat of The Hills, Phase I, subject to the <br />requirements of the City Engineer. The motion carried 5 ayes, 0 nays. <br />Mayor Pfiester called for consideration of and action on the Preliminary Plat <br />of Summerwood I. <br />A motion was made by Mayor Pro Tem Manning for approval of the Preliminary <br />Plat of Summerwood I. The motion was seconded by Councilman Plata and <br />carried 5 ayes, 0 nays. <br />Mayor Pfiester announced that the next item on the agenda was a public <br />hearing to receive citizen input to assist in establishing the priorities for the <br />use of Lake Crook property and developing the Lake Crook Master Plan. <br />Terry Brannon, President of the C. T. Brannon Corporation, was present <br />advising that he has been a Consulting Engineer since 1977 and his <br />background is Civil Engineering. He has been engaged in private practice <br />since 1977, but he has been in the public works side of that since 1968, and <br />did his internship with the City of Irving and spent four years as the Assistant <br />
