City Council Meeting <br />November 9, 2000 <br />Page 11 <br />but he was not given any instructions. Mr. Brannon advised that he will <br />develop at least three development plans. One will be for the development of <br />the property as a park. He said he will come up with cost analysis, attendance <br />numbers, revenue projections, and things like that. He said he will also show <br />a development plan including a housing development such as what could the <br />city do if the city entered a joint venture as was suggested tonight, in the way <br />of housing and what would it cost including the cost of sewage, water, and <br />pressure systems. Mr. Brannon said the last plan would be to leave the lake <br />as it is. Mr. Brannon stated that the next step would be to give the city an <br />analysis of the alternatives, the cost benefit analysis, and then he will give <br />them a conclusion and a recommendation at the end of the study. <br />Mayor Pfiester announced that the City Council will have another public <br />hearing regarding Lake Crook and it will be announced in the newspaper. <br />ORDINANCE NO. 2000-050 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT <br />ORDINANCE NO. 97-041 WHICH GRANTED A FRANCHISE FOR ELECTRIC <br />SERVICE TO TEXAS UTILITIES ELECTRIC COMPANY BE EXTENDED FOR A <br />PERIOD OF SIX (6) MONTHS; PROVIDING FOR CONTINUED COMPENSATION; <br />PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS WITH OTHER <br />ORDINANCES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; PROVIDING AN EFFECTIVE DATE WAS PRESENTED. <br />A motion was made by Councilman Plata, seconded by Councilman Gray for <br />adoption of the ordinance. The motion carried 4 ayes, 0 nays. <br />Assistant City Attorney Harris presented the following petitions for rezoning: <br />Ray Spencer, Lot 12, City Block 222-13, from a One Family Dwelling District No. <br />2 to a General Retail District; Don A. Ensey, Lot 1, City Block 276, from a One <br />Family Dwelling No. 1 to a Light Industrial District; Gene & Libby Hertzog, Lot <br />9, City Block 307-13, from Agricultural District to Agricultural with Specific Use <br />Permit (25) Day Care Center District. <br />Mayor Pfiester referred the petitions to the Planning and Zoning Commission <br />for their study and recommendation at their meeting scheduled for December <br />4, 2000, and before the City Council December 7, 2000. <br />
