MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />OCTOBER 9, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Thursday, October 9, 2000, 6:00 P.M., Paris Junior College, Applied <br />Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. <br />Mayor Pfiester called the meeting to order with the following Council <br />Members present: John Bell, Richard Manning, Joe E. McCarthy, John A. <br />Carter, Jr., Kevin Gray and Benny Plata. Also present were City Manager <br />Michael, Assistant City Attorney Stephanie Harris, and City Clerk Mattie <br />Cunningham. <br />Invocation was given by Gene Anderson, Director of Finance for the City <br />of Paris. <br />City Manager Malone advised that there were no City Council minutes <br />ready at this time. City Manager Malone presented the minutes of the City <br />Council Drainage Study Committee meetings. <br />City Manager Malone announced that the next item on the agenda was <br />receipt of reports from committees, boards, and commissions and minutes <br />from the Paris Public Library Advisory Board, Planning & Zoning <br />Commission and the Traffic Commission had been presented with no <br />action being required. City Manager Malone said there were no action <br />items regarding the Library and the Zoning Commission; however, later on <br />the agenda there were some items that relate to stop signs that have been <br />recommended by the Traffic Commission. <br />Dwayne Brinkley, architect with the firm of Brinkley Sargent Architects <br />came forward presenting the Facility Needs Assessment Study for the <br />Police and Municipal Court facility. Mr. Brinkley said their project <br />approach is to establish goals by going through a process which would <br />allow them to reach a bottom line. Mr. Brinkley said the actual contract <br />had some goals and some other goals just came out of those. One goal <br />was to create an efficient, pleasant and safe work environment. Another <br />goal was to look at a 20 year growth projection for the City of Paris, and <br />that is basically what they did. Mr. Brinkley said the Court and Police <br />Department is sharing a lobby and identity and there is a desirability to <br />separate those lobbies out. <br />
