MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />SEPTEMBER 26, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in special session, <br />Tuesday, September 26, 2000, 6:00 P. M. Red River Valley Fairgrounds, <br />Community Exhibit Building, 590 Center Street, Paris, Texas. Mayor Michael <br />J. Pfiester called the meeting to order with the following Council Members <br />present: John F. Bell, Richard Manning, Joe E. McCarthy, Kevin Gray, John <br />A. Carter, Jr., and Benny Plata. Also present were City Manager Michael E. <br />Malone, Assistant City Attorney Stephanie Harris, and City Clerk Mattie <br />Cunningham. <br />ORDINANCE NO. 2000-046 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, FIXING THE TAX <br />RATE AND THE TAX LEVY AND LEVYING AD VALOREM TAXES FOR THE CITY <br />OF PARIS FOR THE YEAR 2000 UPON ALL TAXABLE PROPERTY WITHIN THE <br />CITY OF PARIS IN CONFORMITY WITH THE CHARTER PROVISIONS AND <br />ORDINANCES OF THE CITY; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE <br />DATE, WAS PRESENTED. <br />A motion was made by Councilman Bell, seconded by Councilman Plata for <br />adoption of the ordinance. The motion carried 7 ayes, 0 nays. <br />Resolution No. 2000-135, authorizing and directing the Directorof Finance, W. <br />E. Anderson, to transfer from the General Fund $269,000.00 from Line Item <br />Account No. 01-91-00-0000 Contingency to be credited to the following <br />accounts: Finance $6,000.00; Engineering $40,000.00; Public Works <br />$45,000.00; Parks & Recreation $45,000.00; Garage $50,000.00; EMS <br />$68,000.00; and Cox Field $15,000.00, which have experienced expenditures <br />in excess of budget appropriations, was presented. A motion was made by <br />Councilman Bell, seconded by Councilman Carter, for approval of the <br />resolution. The motion carried 7 ayes,0 nays. <br />Resolution No. 2000-136, accepting the Solid Waste Implementation Grant, <br />Contract No. 14310768, for the period beginning September 1, 2000, and <br />ending August 31, 2001, in the total amount of $20,843.00 with the City of Paris <br />providing $20,871.00 in the form of in kind services, was presented.
