MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />SEPTEMBER 7, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Thursday, September 7, 2000, 6:00 P. M.,Heritage Hall, 1009 West Kaufman <br />Street, Paris, Texas. Mayor Michael J. Pfiester called the meeting to order with <br />the following Council Members present: Joe E. McCarthy, Benny Plata, <br />Richard Manning, and John A. Carter, Jr. Also present were City Manager <br />Michael E. Malone, City Attorney Larry W. Schenk, and City Clerk Mattie <br />Cunningham. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission meeting held September 5, 2000, and attached hereto as Exhibit <br />A to these minutes. <br />Mayor Pfiester declared the public hearing open to consider the petition of <br />Mary Lester for a change in zoning from a One-Family Dwelling District No. <br />3 to a One-Family Dwelling District No. 3(SF-3) With Specific Use Permit <br />(39) Mobile Homes on part of Lots 2 and 4, Block N, Dohoney-Fuller Addition, <br />being number 1212 W. Campbell Street. <br />Mayor Pfiester called for proponents to appear, and Mary Lester, 837 13th N. <br />W., appeared in behalf of her petition. Ms. Lester told the City Council that <br />she is requesting the zoning change on this property because her daughter <br />would like to place a new manufactured home at this location. Ms. Lester <br />presented a petition containing 24 signatures of citizens who do not object to <br />the mobile home being placed on this lot. Ms. Lester presented photographs of <br />the manufactured home that she proposed to place on this lot. <br />Mesti Hamilton Lester, 837 13th N. W, appeared before the City Council, <br />stating that this is where she planned to place a manufactured home. Ms. <br />Lester said she was asking for this zoning change because she had been raised <br />in the neighborhood and she purchased the lot with these plans in mind. Ms. <br />Lester said there was an old house that had been burned. Ms. Lester said they <br />cleaned the lot up and stated that the appearance is much better than what was <br />there. Ms. Lester told the City Council that there is one house in between her <br />
