MINUTES OF THE SPECIAL BUDGET WORK SESSION <br />OF THE CITY COUNCIL <br />AUGUST 30, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in special session, <br />Wednesday, August 30, 2000, 5:30 P. M., Paris Junior College, Alford <br />Center, Room 106, 2400 Clarksville Street, Paris, Texas. Mayor Michael <br />J. Pfiester called the meeting to order with the following Council Members <br />Present: John F. Bell, Richard Manning, Joe E. McCarthy, Benny Plata, <br />and John H. Carter. Also present were City Manager Michael E. Malone, City <br />Attorney Larry Schenk, and Assistant City Clerk Tommy Haynes. <br />Mayor Pfiester announced that the workshop would continue where they <br />left off in the last meeting with Kent Klinkerman, Assistant Chief of EMS. <br />City Manager Malone reminded the group of what they had covered last <br />time, with EMS requesting an additional emergency crew per shift to <br />handle increased emergency call load, up to five people, and they plan to <br />move one person over from the transfer crew. The possible need for an <br />additional billing clerk was identified, but was not included in the budget, <br />with the idea that it might be added later. Additional certification pay was <br />requested as well as a change in the overtime schedule. The personnel line <br />items have increased because of the addition of the five crew members as <br />requested, and the extra $12,000.00 in overtime, with all other pay <br />adjustments and classifications issues and certification issues depending <br />receipt of the salary and wage study. Other increases in line items were <br />minimal, until the maintenance agreement, which has increased to <br />$11,000.00 and includes soft-ware maintenance and stretcher maintenance. <br />There would also be an increase in equipment for the extra ambulance. <br />There would be purchasing of two new ambulances with a trade in on one <br />and would total $170, 000.00 together. Mr. Klinkerman had been before <br />Lamar County Commissioner's Court to discuss their part in the budget <br />changes for the EMS Service and was prepared to answer anyone's <br />questions. <br />
