Special Budget Wark Session - City Council <br />August 30, 2000 <br />Page 2 <br />Mayor Pfiester asked about the overtime schedule and how much the <br />proposed change would cost. Finance Director Gene Anderson stated that <br />they were working on that. He knew it would be more than $8,800.00. He <br />was reviewing the information that Mr. Klinkerman had given him on the <br />pay cycle but was not finished with the review at present. It could be as <br />much as $40,000.00, but Mr. Anderson felt it would be somewhere <br />between the $8,800.00 and $40,000.00 figures. To figure this, Mr. <br />Anderson said that every type of pay had to be refigured, not just the <br />overtime to see what kind of off-set there was. <br />City Manager Malone advised that funds in the contingency account would <br />be adequate to cover the cost of implementing the salary and wage study. <br />He said that would be approximately 4%, and assuming that everybody is <br />classified correctly and that the cost of living was 3%, there would be 1% <br />extra in the contingency fund to cover adjustment for reclassifications as <br />recommended in the study based on market data. <br />Mayor Pfiester asked if there was a possibility if the overtime reschedule <br />was approved there could be a corresponding decrease in Mr. <br />Klinkerman's budget to not increase the total budget. Mr. Klinkerman <br />related that it depended on how much the increase was. <br />Gene Anderson, Director of Finance, advised that the reason they are <br />allowed to use a 28 day cycle has to do with a lot of people and what they <br />are doing during this 24 hour cycle. Mr. Anderson advised that sometimes <br />they are working and sometimes they are asleep, because they are allowed <br />to sleep, but they are on calL Mayor Pfiester said the only thing that he has <br />a problem with that if a person misses a day because he is sick, then his <br />pay is going to be affected. Mr. Anderson advised that is true with any city <br />employee who misses a day's work, that affects everybody's overtime. <br />Mayor Pfiester pointed out that the person who works a 24 hour shift will <br />
