Special Budget Wark Session - City Council <br />August 30, 2000 <br />Page 4 <br />$1,600.00 to zero. <br />City Manager Malone suggested that at a future date, if the Council was <br />interested in building additional T- hangers at Cox Field, the project could <br />be funded from the certificates of obligation previously issued or Council <br />could look at some other funding alternative. <br />City Manager Malone said the Municipal Band is a tradition in the City of <br />Paris and performs concerts for the public during the summer months. <br />City Manager Malone said that in 1959 the future of the Municipal Band <br />was in doubt and it was one of the items that the City Council considered <br />cutting from their budget. The issue was put to the voters at that time to <br />determine whether the City of Paris should continue to levy an ad valorem <br />tax or not in excess of three mils on each One Hundred Dollars valuation <br />for the purpose of maintaining the Municipal Band. City Manager Malone <br />said the outcome of the election was favorable for continuing to fund the <br />Municipal Band, and it is clear to him that the City Council can choose to <br />fund the Municipal Band with any amount of ad valorem taxes up to 3 <br />mils, but he does not believe that the City Council is required to fund the <br />Municipal Band with ad valorem taxes. City Manager Malone said he was <br />proposing to cut the funding for the Municipal Band from the present level <br />of $17,820.00 to $10,000.00, and he proposed that in the rewriting of the <br />new contract with the Lamar County Chamber of Commerce Visitors and <br />Convention Council that the city contractually obligate the V&CC to fund <br />the Municipal Band. City Manager Malone said it is likely that few people <br />would visit the city and rent a motel room for the specific purpose of <br />enjoying a band concert in the summer, but that the V&CC works to <br />attract visitors for the weekend to various events and the Municipal Band <br />certainly contributes to the events and amenities that we have to offer as <br />a city. He felt that the Band Commission can be utilized in the future to <br />prepare a budget for presentation to the City Manager and the V&CC, as <br />
