Special Budget Wark Session - City Council <br />August 30, 2000 <br />Page 6 <br />City of Paris has taken over Dragon Park, the 25 acres that was donated by <br />Mr. Brannon, Heritage Park and Lake Crook Park and they are currently <br />mowing all of those parks, so the additional equipment is needed. Mr. <br />Townsend also advised that they are replacing some of the equipment such <br />as the boom mower. <br />Herb Campbell, Director of Utilities, came forward and discussed the Water <br />Treatment Plant's proposed budget. Mr. Campbell said the budget for this <br />department is going to be up by 2.46% and the Lift Station Division is going <br />to be up 1.34% and this is before any adjustments are made for salary and <br />wages. Mr. Campbell asked the Council to give the cost of living raise because <br />he wanted to keep a properly trained staff. Mr. Campbell advised that a large <br />amount had been cut from his departments. City Manager Malone gave a copy <br />ofthe capital line items for his three departments and the X's are the things that <br />have been cut. City Manager Malone and Mr. Campbell discussed these cuts <br />with the City Council. Gene Anderson, Director of Finance, was present and <br />discussed the water supply at Pat Mayse Lake and the increments that the lake <br />is divided into and the method of payment to the Corp of Engineers, that the <br />City only pays for the increments used. Mr. Anderson said he anticipated with <br />the coming on of Lamar Power Plant that there will be additional fees and <br />costs included in the O&M as well as the payment for each increment that is <br />taken at the lake. Mr. Campbell discussed the need for larger pumps at Pat <br />Mayse Lake plus additional overhead storage, which is being studied. <br />Mr. Campbell said that the Wastewater Treatment Plant's budget is up a little <br />and the main reason is the replacement of recirculation pumps. Mr. Campbell <br />said the Lift Station is going to be up in operating expense by about 2.5%, but <br />they will also be operating two additional lift stations. <br />The next budget discussed was the Warehouse. City Manager Malone advised <br />the City Council that there is a request for reclassification of the Warehouse <br />Supervisor, and that normal steps given and any adjustments or reclassification <br />issues to be considered after receipt of the salary and wage study.
