MINUTES OF THE SPECIAL BUDGET WORK SESSION <br />OF THE CITY COUNCIL <br />AUGUST 29, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in special session, <br />Tuesday, August 29, 2000, 5:30 P. M., Paris Junior College, Alford Center, <br />Room 106, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. <br />Pfiester called the meeting to order with the following Council Members <br />Present: Richard Manning, John F. Bell, Kevin Gray, Benny Plata, Joe E <br />McCarthy, and John H. Carter. Also present were City Manager Michael E. <br />Malone, City Attorney Larry Schenk, and City Clerk Mattie Cunningham. <br />Mayor Pfiester called for consideration of the proposed 2000-2001 budget and <br />accompanying tax rate for the City of Paris. <br />City Manager Malone said Police Chief Karl Louis has informed him that they <br />reviewed the proposed 3/4 ton pickup in the budget, and that the % ton pickup <br />will be adequate for the Animal Control Division. City Manager Malone <br />advised that he and City Attorney Schenk were involved in meetings all day <br />today and did not get a chance to move the item around regarding keeping the <br />two police officers and he proposed that this be discussed on one of the <br />following nights. <br />City Manager Malone said that in the Engineering Department, there are no <br />requests for additional personnel and he said he was concerned about the time <br />that Earl Smith has to spend doing planning and zoning type matters and <br />administering that function. City Manager Malone said that several years ago <br />those two departments were combined and the position of Community <br />Development Director was eliminated. Noting that he has not placed anything <br />in the budget at this time, he informed Council that he might consider adding <br />a professional planner to this department and separating those duties again at <br />some point in time. City Manager Malone said there are a few increases in <br />postage, gasoline, and electricity. There is a reduction in the amount budgeted <br />for judgments and damages. He said there is a request for machinery, tools, <br />and equipment in the amount of $26,800.00 under the capital line items which <br />
