Special Budget Wark Session <br />August 29, 2000 <br />Page 3 <br />drug test. <br />City Manager Malone presented the proposed budget for the Parks & <br />Recreation Division. He said under personnel, the position of Director of Parks <br />and Recreation was eliminated and this department was made a division of the <br />Public Works Department when Mr. Townsend was promoted to Director of <br />Public Works. City Manager Malone said there has been some reorganization <br />of personnel assigned to the Parks Division and the Streets and Highways <br />Division, and directed Council attention to page 141 of the proposed budget, <br />in the personnel schedule for the Parks, Recreation, and Rights-of-Way <br />Division. Eight personnel formerly assigned to the Streets Division are now <br />assigned to Parks. The mowing of rights-of-ways is a responsibility that has <br />been moved to this division and the personnel who were doing that have also <br />been moved. During the summer, the 8 employees moved will join with the <br />Street Division to accomplish the street sealing program and related street <br />activities, which created an increase in this budget of $158,987.00. <br />City Manager Malone said the wearing apparel account was increased from <br />$3,000.00 to $6,000.00 due to the additional employees. City Manager advised <br />the City Council that the car allowance was eliminated, increased the utilities- <br />electricity increased from $40,000.00 to $50,000.00, the travel expenses has <br />been reduced. City Manager Malone said he reduced the training, increased <br />the buildings and grounds, increased the storm sewers from zero to $20,000.00. <br />He also said street and alley repairs increased by $2,000.00, and increased the <br />motor vehicle account from $4,500.00 to $5,500.00. City Manager Malone <br />said under lease and rental-equipment, he placed $23,000.00 for time payments <br />for a backhoe, and the remaining balance is used to lease specialized equipment <br />as needed. City Manager Malone said the medical had been increase from zero <br />to $2,000.00. <br />City Manager Malone advised that under the capital accounts, there is money <br />budgeted for Lake Crook in the amount of $20,000.00 to be used for fences, <br />picnic tables, landscape, campsites, and lighting.
