City Manager Malone told the City Council that in <br />order to eliminate the confusion, it is proposed that residential customers pay <br />the total amount that they have been paying for sanitation and sanitation related <br />services and for that charge be removed from the commercial and business <br />accounts. City Manager Malone said for that to be revenue neutral, the <br />proposal is to establish a street use fee, which would apply to all commercial <br />trash services that operate within the city limits of Paris, and the city would <br />charge them a percentage of their gross revenue. City Manager Malone said <br />the revenue from this fee is estimated to be less than $300,000.00. <br />City Manager Malone presented the proposed budget for the Streets and <br />Highways Division of Public Works, and advised that personnel cost has been <br />reduced due to transferring 8 employees into the Parks, Recreation and Rights- <br />of-Way Division. He said that there is an increase in food-humans from <br />$800.00 to $1,000.00. There are reductions in the motor vehicles-gasoline <br />account, lubricant, laundry and cleaning, and other supplies, insurance, freight <br />and express, and the miscellaneous account. City Manager Malone advised <br />that there are increases in training-tuition, testing/analysis and buildings and <br />grounds for this division. He said the sidewalks and curbs account has been <br />increased from $35,000.00 to $40,000.00 and streets and alley repair has been <br />reduced from the requested amount of $525,000.00 to $285,000.00. City <br />Manager Malone said that under lease and rental-equipment, the requested <br />amount was $115,000.00 for lease purchase of equipment as follows: obligated <br />for a Cat Excavator @$38,267.40, requested one 2001 Loader @ 424,000.00 <br />annual time payment, requesting one 2000 Chipper Spreader @$32,400.00 <br />time payment. City Manager Malone said these time payment contracts run for <br />three years. There has been $58,600.00 budgeted to cover a current obligation <br />on a Cat Excavator and to pay for lease of equipment needed from time to time. <br />City Manager Malone advised that the purchase of a Chipper Spreader and <br />Loader has been moved to the capital account to purchase it outright. He said <br />under machinery, tools and equipment there is a request for $4,000.00 for the <br />purchase of one Mini Dump truck and the chippers spreader and loader has <br />been added in the amount of $208,000.00.
