MINUTES OF THE SPECIAL BUDGET WORK SESSION <br />OF THE CITY COUNCIL <br />AUGUST 28, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in special session, <br />Monday, August 28, 2000, 5:30 P. M., Paris Junior College, Alford Center, <br />Room 106, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester <br />called the meeting to order with the following Council Members Present: <br />Richard Manning, Kevin Gray, Benny Plata, Joe E. McCarthy, and John H. <br />Carter. Also present were City Manager Michael E. Malone, City Attorney <br />Larry Schenk, and City Clerk Mattie Cunningham. <br />Mayor Pfiester called for consideration and discussion of the proposed 2000- <br />2001 Budget and accompanying Tax Rate for the City of Paris. <br />Gene Anderson, Director of Finance, came forward stating that the one of the <br />two primary things driving the increase in the budget is debt service for the tax <br />supported debt, which is $525,926.00. He stated that this is what the debt <br />service will be each and every year, although it may vary a few thousand <br />dollars. Mr. Anderson said that another major increase in the budget is the <br />addition of the third emergency crew for EMS. He said this requires additional <br />equipment in the amount of approximately $139,000.00 plus the cost of <br />$230,000.00 for the 5 additional employees. <br />Mr. Anderson said there was Water and Sewer Revenue debt at the same time <br />and the debt service payment for that is over $700,000.00, which is in addition <br />to what is already outstanding. <br />Mr. Anderson pointed out that on pages 48, 49, and 50 of the proposed budget <br />is an overall summary of the budget broken down by funds. Mr. Anderson <br />advised the City Council that the Health Department has been separated out <br />and that has historically been accounted for in the General Fund. He also said <br />that out of the General Fund that Special Revenue Fund is also new this year, <br />and those are fees that have been authorized by the Legislature that have <br />restrictive use, that can only been spent for certain things, such as the <br />Municipal Court Safety Fee, and Municipal Court Technology Fee. Also, Mr. <br />
