Special Budget Wark Session <br />August 28, 2000 <br />Page 2 <br />Anderson said one big increase in the PEDC Fund is the way they budget their <br />money, which is included in the City's budget because the city administers this <br />fund. Mr. Anderson said any money that the PEDC has leftover,they rebudget <br />that in total the following year and this inflates the city's budget. Mr. <br />Anderson said there is approximately $500,000.00 in the contingency fund that <br />has to do with the salary related items depending on what the salary and <br />personnel study indicates. <br />Mr. Anderson advised that in the Water and Sewer Fund, excluding the debt <br />service, that this fund has actually only increased $300,000.00 over last year, <br />and the bulk of that is the pay increase. <br />City Manager Malone said there is very little change in the City Council's <br />budget. He called the City Council's attention to the line item for Promotional <br />and Advertising is where the city expends the revenue for hotel/motel tax, <br />which goes to the Visitor's and Convention Council of the Lamar County <br />Chamber of Commerce, and explained that the number increases because ofthe <br />increase in hotel/motel tax. City Manager Malone said this is revenue in and <br />revenue out which inflate the overall budget number. City Manager Malone <br />said he has reduced the contributions line item from the present fiscal year <br />which was $100,000.00 to $71,460.00. He explained that the Contributions <br />account is set up to transfer funds to the Health Department in accordance with <br />the contract with Lamar County and disburse the contributions of the City <br />Council to other organizations. City Manager Malone said the amount <br />budgeted covers only the city contribution to the expected shortfall in the <br />revenues of the Paris/Lamar County Health Department and that is estimated <br />to be $71,460.00 for the coming fiscal year. City Manager Malone said there <br />are a number of requests that have been made to the City Council, including the <br />North East Texas Council of Alcohol and Drug Abuse for $5,000.00, a request <br />for the Children's Advocacy Center for $10,000.00, a request from CASA for <br />Kids of $12,000.00, and the Noon Optimist Club & Boy's and Girl's Club of <br />Paris have requested $2,000.00 for their Youth Football Program cost of water. <br />He said that those requests total $29,000.00, an amount that has not been <br />included in this proposed budget.
