Special Budget Wark Session <br />August 28, 2000 <br />Page 6 <br />assessment cost is up about $10,000.00, and the collection cost is up and these <br />expenditures are beyond our control and inflates the budget. <br />City Manager Malone stated that the next proposed budget is the Paris Police <br />Department. <br />Karl Louis, Police Chief, came forward presenting a proposition to the City <br />Council. Chief Louis said that two officers have been removed from the <br />proposed Police Department budget. He stated that a block grant has been <br />applied for totaling $60,000.00, with the money to be used for overtime. Chief <br />Louis proposed keeping two officers in the budget, taking $40,000.00 of the <br />$60,000.00 block grant funds to use for one position and reduce the overtime <br />by $40,000.00 so that the Police Department will be able to keep those two <br />officers. Chief Louis explained that when they applied for the COPS in School <br />Grant, the whole obj ective was to apply for the grant, hire two additional <br />officers and put them in the school, taking the two presently at the school and <br />placing them on the street. Chief Louis said if those two officers are cut, the <br />department cannot accomplish what is needed. <br />Mayor Pfiester questioned the request for a 3/4 ton pickup for the animal <br />control officer. Chief Louis said this was requested because it is a heavy duty <br />truck and there are plans to expand the Animal Shelter and it will be housing <br />three times as many animals as they have in the past. Chief Louis said this <br />would accommodate a larger and better animal control box, which is also <br />budgeted this year. <br />After a considerable amount of discussion, a motion was made by Mayor Pro <br />Tem Manning to allow Police Chief Karl Louis and City Manager Malone to <br />work out the figures and bring back a proposal to the City Council in order to <br />keep the two police officers. The motion was seconded by Councilman Gray, <br />and carried 6 ayes, 0 nays. <br />Councilman Plata wanted to know what the City Council has to do to get the <br />City Manager to cut some of these 3/4 ton pickups back to a one-half ton truck, <br />
