City Council Meeting <br />August 24, 2000 <br />Page 2 <br />Gene Anderson, along with the department heads and staff have prepared a <br />budget for the year 2000-2001, and the budget will be presented and explained <br />by City Manager Malone. <br />City Manager Malone announced that the City Council has been presented with <br />a copy of the proposed budget for the fiscal year 2000-2001. City Manager <br />Malone said that part of the process of presenting a budget is furnishing a letter <br />concerning the operating budget/ program of services to the City Council, and <br />read his letter concerning the operating budget/program of services for the City <br />of Paris for the fiscal year 2000-2001. <br />City Manager Malone suggested that the City Council take the proposed budget <br />and compare it with the information that has been presented at previous <br />meetings because it may have information that will help them make a decision. <br />City Manager Malone also recommended that the City Council schedule <br />workshop meetings with the staff starting next week. He explained that part of <br />the process is for the City Council to consider and discuss things that they <br />might wish to add to the budget, and the reason for that, is that for any <br />additions to a line item or account to this budget that has been officially <br />presented, those additions would have to be voted on before the 16th of <br />September so that a public hearing could be held on increases that the City <br />Council might have. City Manager Malone advised that as the City Council <br />goes through the budget, there will be opportunities to delete items all the way <br />down to the final adoption of the budget, which could occur on the 27th of <br />September. He said the City Council can always cut an item, but in order to <br />give the public notice so they can come and comment in an official hearing on <br />an addition to the budget, we would have a time frame to meet in order to hold <br />a public hearing. <br />City Attorney Schenk distributed to the City Council four drafts of optional <br />calendars that set out the dates for the public hearings. He stated that item <br />number 4 as presented was the key date, that keys all of the other dates, and <br />that is the date the city needs to set for the public hearing, which needs to be <br />
