City Council Meeting <br />August 16, 2000 <br />Page 7 <br />and she would be upgraded to a secretary level. <br />Earl Smith, City Engineer, was next to present his budget to the City Council. <br />Mr. Smith pointed out that on page one of his budget it is basically the same <br />as last years with the exception of capital expenditures and like the other <br />departments, it ignores any change in personnel cost. Mr. Smith projected a <br />$300.00 increase for postage, which is related to additional zoning changes. <br />Gasoline was increased by $1,000.00, and he lowered the photographic <br />supplies by $400.00 because of the purchase of a digital camera that is saving <br />money. Mr. Smith advised that the capital expenditures includes $500.00 for <br />furniture and fixtures, $5,000.00 for a new computer projector that would be <br />used for presentations, 4 personal computers, and explained the need for a new <br />reel and push cable for the sewer camera. He also included a new vehicle <br />which is needed. <br />Steve Burgin, Fire Chief, told the City Council that the Fire Department has <br />been in a building program since the early nineties and now they are seeing the <br />last of that in the construction of the two substations. Chief Burgin noted that <br />the department's budget is reduced in some areas with only a small amount of <br />capital expenditure. He stated that the capital items are all itemized for the <br />City Council and that there is nothing extravagant. He noted an appropriation <br />of $14,500.00 for a storage building at Station One, which was originally to be <br />included in the project, but was deleted. This building was to house boats, <br />lawnmowers, and other items that should not be stored in the station. Chief <br />Burgin also noted the need for a training facility and furnished a diagram that <br />shows what a modern fire training facility is. The type of facility for training <br />that is needed will cost $76,000.00 and that is what he has budgeted. Chief <br />Burgin discussed the certification and training needs of firefighters. He then <br />discussed Personal Alert Safety System or PASS Devices as well as the need <br />for an Emergency Preemption System, which ties in with the construction of <br />the Fire Station on Pine Mill Road, allowing them to monitor the signal light <br />at the Loop 286. He felt that in time, this type of equipment would be extended <br />into other areas of the city. <br />
