City Council Meeting <br />August 16, 2000 <br />Page 8 <br />City Manager Malone pointed out that on the first page of the large printout the <br />figure is eliminated under miscellaneous and it has been left blank and the City <br />Council might want to pencil in about $250,00.00 as a working figure. City <br />Manager Malone said they will be working on the budget and present it <br />sometime next week and figures may change. <br />Chief Burgin said the re-structuring of the rank system of the Fire Department <br />is a very necessary adjustment within the department, and it is critically <br />important due to the opening of the fourth station. Chief Burgin said he highly <br />recommends implementation of the rank re-structuring proposed along with a <br />system of steps in grade pay system. <br />Chief Burgin said when his budget was prepared, the beatification process had <br />just started and within the last few months has evolved into a large city-wide <br />effort. He has been able to put two temporary code enforcement officers to <br />work and needs additional code personnel. Chief Burgin said they were almost <br />through surveying the entire southeast part of the city, and there are drastic <br />changes in some of those neighborhoods already. He discussed the code <br />enforcement budget which is not broken out separately, but is totally included <br />in the Fire Department's miscellaneous account budgeted at $250,000.00 in the <br />previous year. The total is to cover the demolition, any abatement that is <br />needed on an individual property, and the compensation of the temporary <br />officers. Chief Burgin recommended breaking out code enforcement expenses <br />separately from fire department expenses so that we could better track our <br />expenditures and progress in this area. <br />Beverly Lewis, Library Director, came forward telling the City Council of the <br />services that the Paris Public Library provides. Ms. Lewis said the budget <br />contains a request which includes an additional eight hours for one clerk and <br />an additional ten hours for another clerk which will make those positions full- <br />time in order to assist with more daily library operations. Ms. Lewis said she <br />has also requested an additional full-time clerk who would serve in the <br />children's services area because of the high circulation of juvenile materials <br />
