MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />FEBRUARY 13, 2001 <br />The City Council of the City of Paris met in special session Tuesday, <br />February 13, 2001, 6:00 P. M., Love Civic Center, South Hall, 2025 S. <br />Collegiate Drive, Paris, Texas. Mayor Pfiester called the meeting to order <br />with the following Council Members present: Benny Plata, Richard Manning, <br />Joe McCarthy, and Kevin Gray. Also present were City Manager Michael E. <br />Malone, City Attorney Larry W. Schenk, and City Clerk Mattie Cunningham. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of <br />Paris. <br />Mayor Pfiester announced that if there were anyone in the audience who had <br />business to bring before the Council not listed on the posted agenda, to <br />please let it be known that they might make their information available to the <br />City Council in compliance with the Texas Open Meeting Act. <br />Vickie Hime, 308 West Washington Street, came forward stating thatshe was <br />sorry that she could not make the last meeting concerning the Post Office. <br />Ms. Hime said that it is her understanding that the Post Office is <br />handicapped accessible and suggested thatthe City Council meetings could <br />be held there. Ms. Hime said this would also let some of the people see <br />some of the beautiful downtown area that they are trying to renovate. <br />Mayor Pfiester announced that the special meeting was called for the <br />purpose of holding a public hearing to provide for citizen input to establish <br />priorities for the use of Lake Crook property and the development of the <br />Lake Crook Master Plan. He said this plan is being prepared by Mr. Terry <br />Brannon with Brannon and Associates who is the professional engineer <br />hired to do this study. And at this time, Mayor Pfiester introduced Mr. <br />Brannon. <br />Mr. Brannon came forward and addressed his comments to the audience. <br />He explained his responsibilities and gave an overview of the plan and the <br />process, inviting public comment and promising several alternatives to be <br />considered fairly. <br />Mayor Pfiester declared the public hearing open for comments from the <br />audience. <br />Bill Parr, Route 11, Box 670, Paris, Texas, came forward telling the City <br />Council that he has always lived near Lake Crook. Mr. Parr said there is a <br />need for a park and the lake area needs to be cleaned up. It needs to be <br />
