MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />JAN UARY 8, 2001 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Monday, January 8, 2001, 6:00 P. M., Paris Junior College, Applied <br />Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. <br />Mayor Michael J. Pfiester called the meeting to order with the following <br />Council Members present: John Bell, Richard Manning, Joe E. McCarthy, <br />John A. Carter, Jr., Kevin Gray, and Benny Plata. Also present were City <br />Manager Michael E. Malone, City Attorney Larry Schenk, and City Clerk <br />Mattie Cunningham. <br />Invocation was given by W. E. Anderson, Director of Finance for the City <br />of Paris. <br />Mayor Pfiester announced that the City Council had been furnished copies <br />of minutes from previous meetings and asked if there were any <br />corrections or additions; there being none, the minutes were approved as <br />presented. <br />City Manager Malone advised the City Council that they had been furnished <br />with minutes from the Paris Public Library Advisory Board and the Paris <br />Economic Development Corporation with no action being required. <br />Mr. Gary Vest, Director of the Paris Economic Development Corporation <br />and Chamber of Commerce CEO was present and gave the annual report <br />for the Paris Economic Development Corporation. Mr. Vest gave the City <br />Council a handout of their program of work that they are operating under <br />for the PEDC and also a summary of activities for the year 2000. Mr. Vest <br />reviewed the activities for the year 2000 and noted that there were 229 <br />inquiries in response to advertising and four actual prospect visits by <br />industries. Mr. Vest said in 1999 the advertising budget was cut <br />significantly because of all of the activity that was going on and the <br />incentive agreements that they were working on, and therefore PEDC's <br />inquiry activity is up 124% over what it was in the year 1999. Mr. Vest said <br />that they expect that to continue to a high level of activity due to the <br />generation to of good active prospects by the advertising campaign. Mr. <br />Vest advised that one of the major projects for the year 2000 was a 35,000 <br />foot expansion at Earth Grains along with a tax abatement agreement with <br />the City of Paris for them, and the PEDC did an incentive agreement for the <br />job creation at Earth Grains. He also said they had the TCIM location for <br />a 35,000 square foot plant with 330 computer stations and 440 employees <br />and it officially opened on August 14, 2000.
