MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL DECEMBER 11, 2000 The City Council of the City of Paris, Paris, Texas, met in regular session Monday, December 11, 2000, at 6:00 P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester called the meeting to order with the following Council Members present: John F. Bell, Richard Manning, Joe E. McCarthy, John A. Carter, Jr., and Benny Plata. Also present were City Manager Michael E. Malone, City Attorney Larry W. Schenk, and City Clerk Mattie Cunningham. Invocation was given by W. E. Anderson, Director of Finance for the City of Paris. Mayor Pfiester asked if there were any corrections to the minutes of previous meetings, there being none, the minutes were approved as presented. City Manager Malone advised the City Council that they had been furnished copies of the minutes of the Paris Economic Development Corporation and the City Council Drainage Study Committee with no action being required. ORDINANCE NO. 2000-065 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AMENDING SECTION 1-6 OF THE CODE OF ORDINANCES OF THE CITYOF PARIS, ENTITLED "GENERAL PENALTY; CONTINUING VIOLATIONS," TO INCLUDE FINES FOR CASES ARISING UNDER ORDINANCES GOVERNING FIRE SAFETY, ZONING, OR PUBLIC HEALTH AND SANITATION, INCLUDING DUMPING OF REFUSE, IN ACCORDANCE WITH STATE LAW; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE, WAS PRESENTED. A motion was made by Mayor Pro Tem Manning, seconded by Councilman Carter, for adoption of the ordinance. The motion carried 6 ayes, 0 nays. ORDINANCE NO. 2000-066 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, ESTABLISHING A MORATORIUM ON THE SITING OR PERMITTING OF WIRELESS TELECOMMUNICATIONS, TELEVISION, RADIO, AND OTHER SIMILAR FACILITIES; PROVIDING FOR A SPECIFIED TERMINATION DATE;
