Mr. Starnes also told the City Council that there were concerns regarding the entry into the shopping center from Collegiate Drive. Mr. Starnes said the things that they were asking for were not unreasonable and were not going to keep the developer from building the shopping center. Councilman Carter entered the council chambers and assumed his seat at the council table at 6:30 P.M. ORDINANCE NO. 2000-064 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AMENDING ZONING ORDINANCE NUMBER 2000-004, WHICH AMENDED ZONING ORDINANCE N0.1710 OF THE CITY OF PARIS, PARIS, TEXAS, BY REVISING SECTION 3 OF SAID ORDINANCE; PROVIDING FOR THE APPROVAL OF A SITE PLAN FOR LOT 14, CITY BLOCK 259; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE OF JANUARY 1, 2001, WAS PRESENTED. A motion was made by Mayor Pro Tem Manning for adoption of the ordinancewith the requirements thatthe drivewayfrom Collegiate Drive be one way in only, placing a traffic signal on the Loop with the approval of the state, and requiring a six foot brick or hadite brick fence around the property. The motion failed for lack of a second. After further discussion, a motion was made by Councilman Plata, seconded by Councilman Bell, for adoption of the ordinance as presented. The motion carried 6 ayes, 1 nay, Mayor Pro Tem Manning voting no. Mayor Pfiester called for consideration of and action on the Preliminary Plat of Lots 1-7, Block 1, Paris Towne Crossing Addition, being located in the 3000 Block of Loop 286 N.E. A motion was made by Councilman McCarthy, seconded by Councilman Plata, for approval of the Preliminary Plat of Lots 1-7, Block 1, Paris Towne Crossing Addition. The motion carried 6 ayes, 1 nay.
