Mr. Cates said <br />all drainage will flow into ponds and no more water than present rate will <br />flow off the property. Mr. Cates proposed a six foot fence along the back <br />boundary. Mr. Cates said there is a creek that runs behind homes that <br />backs up to Collegiate Drive, and as part of the design process, they are <br />going to try to leave some of the trees and vegetation as a buffer between <br />those homes. Mr. Cates said the tract of land in the rear of Phase II will be <br />left as residential. Mr. Cates said under Phase I, they will not only have <br />the screening wall or fence at the rear of the property, but there will be a <br />retaining wall and it will range in height from seven feet down to zero feet <br />at the far end of the property depending on the elevation. <br />Ed Seidle, 1563 Pine Bluff Street, appeared before the City Council <br />speaking in favor of the shopping center. <br />Beverly Roberts, Route 1, Box 526C, also appeared before the City Council <br />supporting the shopping center and stating it would be good for the <br />community. <br />Jeff Starnes, 3025 Briarwood, came forward stating that he and his <br />neighbors were notagainstthis project, butthey have concerns regarding <br />the shopping center. Mr. Starnes said they attended the Planning and <br />Zoning Commission's meeting and they did voice their concerns and gave <br />theirsuggestions, butthe Planning and Zoning Commission voted to only <br />require low level directional lighting. Mr. Starnes said they have additional <br />concerns that he would like to repeat tonight. One concern he and his <br />neighbors had was that the developers were going to put a six foot <br />wooden fence across the back of the south end of the property and he <br />requested that it be at least a ten foot concrete or brick wall. Mr. Starnes <br />said it would help block the unsightly appearance of the back of the <br />property and it would help reduce the noise level, along with helping <br />reduce the glare from the lighting. He stated that it would help reduce <br />unwanted foot traffic. He pointed out that wooden fences do not last and <br />gave Wal-Mart as an example. Mr. Starnes said that at the end, there was <br />no promise of any type of retaining wall or otherwise across the back of <br />the shopping center. Mr. Starnes stated that they did not want an entrance <br />into the shopping centerfrom the south even though the developers do not <br />propose an entrance from 31St N. E. at this time. He requested that the City <br />Council vote stating that there will not be an entrance from the south. <br />Some of the other things they asked for were restricting delivery times to <br />
