City Council Meeting <br />December 7, 2000 <br />Page 4 <br />Mayor Pfiester called for consideration of and action on an ordinance <br />amending Zoning Ordinance No. 1710, changing the zoning from a One- <br />Family Dwelling District No. 2(SF-2) to a General Retail District (GR) on Lot <br />12, City Block 222-B, located at 2636 E. Price Street. <br />ORDINANCE NO. 2000-063 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY <br />OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES <br />ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A <br />GENERAL RETAIL DISTRICT (GR) ON LOT 12, CITY BLOCK 222-B, ON <br />PROPERTY BELONGING TO RAY SPENCER, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS A ONE-FAMILY DWELLING <br />DISTRICT NO. 2(SF-2); DESIGNATING THE BOUNDARIES OF THE <br />GENERAL RETAIL DISTRICT (GR) SO ESTABLISHED; PROVIDING FOR A <br />PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR <br />PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN <br />EFFECTIVE DATE OF JANUARY 1, 2001, WAS PRESENTED. <br />A motion was made by Mayor Pro Tem Manning, seconded by Councilman <br />Gray, for adoption of the ordinance. The motion carried 6 ayes, 0 nays. <br />Mayor Pfiester called for consideration of and action on an ordinance <br />approving the site plan on Lot 14, City Block 259, being located in the 2900 <br />Block of Loop 286 N.E. <br />Larry Cates,14200 Midway, Suite 122, Dallas, Texas, came forward stating <br />that he was a Civil Engineer representing H&W Investment, Home Depot, <br />and Webber Company and was speaking in favor of the site plan. Mr. <br />Cates advised the City Council that what they were requesting is a site <br />plan approval on an area that he pointed out from a drawing, so the City <br />Council could get an overall view of the site. Mr. Cates said under Phase <br />I of the project,they propose to construct Home Depot plus the parking lot <br />and three out pads and pointed those out from the drawing. Phase II of the <br />project is shown as a PD-a which allows hopefully for a grocery store and <br />maybe a junior anchor in this location. Mr. Cates said the red on the <br />drawing is what is called an access easement that provides cross access <br />between the lots. Mr. Cates said they provide for a retention pond on the <br />eastern parcel in order to take care of the drainage for this project, which <br />
