iz/i3/iz <br />8.0 Community Development & Plannin�: Create and operate an exceptionally responsive, <br />efficient, and efficacious organization dedicated to community development, quality, and <br />improvement. <br />8.1 Establish and maintain outstanding and up-to-date professional municipal planning. <br />8.1.1 Create, fund, and fill a planning manager position beginning in 2012-13. <br />8.1.2 Develop a new comprehensive plan in 2013-14. <br />8.1.3 Develop a new master thoroughfare plan in 2013-14. <br />8.1.4 Develop a new master parks plan, in conjunction with public works, in two <br />parts, in 2013 and 2014, utilizing TNT grant funds and in-house planning <br />expertise. <br />8.1.5 Revise the future land use plan in 2013-14 and maintain updated maps. <br />8.1.6 Revise the comprehensive zoning ordinance in 2014-15, including any needed <br />re-zonings or redevelopments related to economic development. <br />8.1.7 Continue to improve and expand Main Street programming. <br />8.1.8 Develop a mixed use planned development (PD) program, including land uses, <br />architectural standards, landscape standards, etc. for city-owned property at <br />Lake Crook, including development of municipal uses, in 2013-15. <br />8.1.9 Develop a mixed use planned development (PD) and annexation program, <br />including land uses, architectural standards, landscape standards, etc. for the <br />southeast loop area, in 2014-15. <br />8.1.10 Review and update subdivision regulations in 2014-15. <br />8.1.11 Develop a mixed use planned development (PD) program, including land uses, <br />architectural standards, landscape standards, airport related uses, etc. for city- <br />owned property at Cox Field Airport, including water and wastewater supply <br />possibly from Reno, in 2015-16. <br />8.2 Operate an effective and customer-sensitive code enforcement program. <br />8.2.1 Significantly enhance the timeliness of code enforcement cases. <br />8.2.2 Enhance the timeliness and funding for abatement demolitions, mowing, lot <br />cleanups, etc. <br />8.2.3 Ensure that gateways into, and business routes through, the city are well- <br />maintained and attractive. <br />8.2.4 Examine the current use mix of code letters versus citations and court cases, <br />making adjustments as and if necessary. <br />8.2.5 Establish a measurement system to monitor the length of time between filing a <br />code case and final adjudication, by 09/13. <br />8.2.6 Evaluate the use of proactive code inspections and mapping, similar to a <br />program in place in Farmers' Branch. <br />8.2.7 Implement and utilize new project management software in 2012-13. <br />15 <br />
