<br />12.0 Economic development: Create significant economic vitality and competitive growth,
<br />establishing Paris as a net destination location.
<br />12.1 Continue industrial/manufacturing support and recruitment efforts, especially agricultural
<br />and energy related.
<br />12.2 Annually evaluate the success of the PEDC and other economic development programs and
<br />efforts, utilizing specific agreed upon measures.
<br />12.2.1 Meet with the PEDC and review progress on its 2012-14 Business Plan, specifically
<br />the status of the Action Steps and Measurable Results, in early 2013 and again in
<br />early 2014.
<br />12.3 Aggressively support retail economic development.
<br />12.3.1 Evaluate setting aside a certain annual dollar amount or sales tax percentage specif-
<br />ically for retail economic development.
<br />12.3.2 Evaluate and act upon the need to recruit and secure retail development separately
<br />from the more industrial-oriented efforts of the PEDC and establish appropriate
<br />program(s).
<br />12.3.3 Identity and aggressively pursue specific restaurant and retail location goals, both
<br />for downtown and for the city as a whole, including but not limited to retailers such
<br />as American Eagle, Ashley Furniture, Buckle, Cabela's (compact store style),
<br />Christopher & Banks, CiCi's, CJ Banks, Coach House, Chick-Fil-A, Dunkin' Donuts,
<br />Foot Locker, Golf USA, Great Harvest Bread Co., HEB, Hibbet's, Hobby Lobby, IHOP,
<br />Illuminations, logan's Roadhouse, lowe's, Pretzelmaker, Red Lobster, Starbuck's,
<br />Target (City Target concept), Thomasville Furniture, United Artists, United
<br />Supermarkets, and Village Inn Family Restaurants.
<br />12.3.4 Identity and pursue a discount fuel/convenience store provider, such as Quick Trip,
<br />to generate business, but also to ratchet down local fuel prices.
<br />12.3.5 Establish Paris as a net restaurant and retail destination for the area, importing
<br />more "spenders" than it exports to competing municipalities, including Denison,
<br />Greenville, Mt. Pleasant, Sherman, and Sulphur Springs.
<br />12.3.6 Evaluate setting aside a certain annual dollar amount or sales tax percentage for
<br />downtown economic development, specifically recruiting, encouraging, and
<br />supporting unique retail opportunities that best fit into an historic downtown
<br />environment, as well as for retention of existing businesses and users.
<br />12.3.7 Evaluate a% cent sales tax for economic development.
<br />12.3.8 Consider designation of a city staff member to serve as an in-house retail developer
<br />in the 2013-14 budget, and periodically thereafter.
<br />12.3.9 Work in conjunction with the Lamar County Chamber of Commerce to develop and
<br />manage a successful retail retention program.
<br />12.3.10 Develop demographic and psychographic profiles of Paris for use in identifying and
<br />recruiting retail.
