iz/i3/iz <br />12.3.11 Develop a retail site map, in 2013-14, identifying basic data to include: visibility, <br />accessibility, population density, population growth, operational convenience, <br />adequate signage, adequate parking, safety and security, traffic counts, aerial <br />photos, college student demographics/trends, and regional exposure. <br />12.3.12 Conduct a study of competing cities in 2013-14. <br />12.3.13 Identify Paris's primary and secondary retail trade areas, and take measures to try <br />to expand Paris's retail trade area. <br />12.3.14 Conduct a gap/opportunity analysis to discover which retail segments are leaking <br />sales to other communities. <br />12.3.15 Evaluate the need for any re-zonings or redevelopments, and act thereon as <br />needed. <br />12.3.16 Develop and regularly maintain accurate economic data on city's website. <br />12.4 Annually evaluate the efficacy of the business incubator, using these standard measures: <br />a. Number of current clients; <br />b. Total number of graduates since program inception; <br />c. Number of graduate firms still in business or that have been merged or acquired; <br />d. Number of persons currently employed as full-time employees by client and <br />graduate firms; <br />e. Number of persons currently employed as part-time employees by client and <br />graduate firms; <br />f. Current total monthly salaries and wages paid by client and graduate firms; <br />g. Gross revenues for the most recent fiscal year for client and graduate firms; <br />h. Dollar amount of debt capital raised in most recent full year by client and graduate <br />firms; <br />i. Dollar amount of equity capital raised in most recent full year by client and graduate <br />firms; and <br />j. Dollar amount of grant funds raised in most recent full year by client and graduate <br />firms. <br />12.5 Create a program(s) to assist local minority owned/operated businesses to compete for <br />municipal and other work, including informational seminars, etc. <br />12.6 Partner with PJC and others to develop and enhance needed skills training programs and <br />offerings. <br />12.7 Work in concert with the Lamar County Chamber of Commerce to create a successful <br />tourism development program. <br />12.8 Expand special event participation and support. <br />►z7 <br />
