12/13/12 <br />14.0 Animal Control: Minimize the number of stray and other loose animals in the city, while <br />establishing and maintaining an outstanding shelter facility with a higher than industry standard for <br />returning animals to owners and adopting animals to responsible new owners. <br />14.1 Create a promotion program in conjunction with the Lamar County Humane Society, <br />beginning in 2012-13, to increase volunteer participation and financial support. <br />14.2 Increase the number of spayed and neutered pets. <br />14.2.1 Develop and implement a successful spay and neuter voucher program, <br />beginning in 2013. <br />14.2.2 Develop and implement an educational program beginning in 2013. <br />14.2.3 Consider requiring either a breeder's license or sterilization of all animals. <br />14.3 Routinely pursue grant funding. <br />14.4 Dramatically improve adoption and rescue rates. <br />14.4.1 Increase total rate to 40% in 2012-13. <br />14.4.2 Increase total rate to 50% in 2014-15. <br />14.4.3 Increase total rate to 60% in 2015-16. <br />14.4.4 Increase total rate to 70% in 2017-18. <br />14.4.5 Increase total rate to 80% in 2019-20. <br />14.5 Evaluate a possible expansion of the shelter and means of funding, beginning in 2015-16. <br />30 <br />
