Proposa/ <br />Comprehensive Water Distribution System Audit <br />Section 5 <br />Project Understanding <br />& Approach <br />Project <br />Understanding <br />Background <br />The Ciry of Paris, Texas is located in nartheastTezas in lamar <br />County, os indicated in Figure 1. The ciry is in the <br />geographimlcenterofthemunryandisapproximotely 16 <br />miles south of the Red River. Paris is 90 miles southwest of <br />Tezarkono, and 105 miles northeast of Dalias. <br />The papulation of Paris is 25,898 based on the 2000 <br />Census data. The historical papulation data for Paris and <br />Lamar Counry are presented in Figure 2. Lamar (ounty <br />experienced ropid growth through 1920, and then <br />ezperienced declining papulation until 1960, at which time <br />a steady population increase began again. <br />the major objedive of this projed is to identi{ythe sources of <br />the unbilled water. In order to incorporate the results of this <br />project inta the on-going rate study, the time frame for <br />completing this projed is two to three months. <br />The Ciry's distribution system is shown as a simplified <br />schematic diagram in Figure 3: The system mrrentiy has <br />9,900 billed accounts, and provides water to 174 meters <br />thatarelwo-inchesorlarger. Additionally,theLamarCounry <br />Water Supply Corporation is a relatively lorge customer of <br />the Ciry of Paris. The residentiaVcommercial custamers <br />average daily consumption was 2.6 million gallons during <br />thepreviausyear. Foracitywithapopulationof25,898, <br />this is equal to a per mpita mnsumption of 100 gpcd, <br />which is very reasonable. <br />Unbilled, or unaccounted for, water can be the result of a <br />number of different fadars induding: <br />The population of Paris has been steadily growing. The <br />trend analysis indicatesthat Paris has added approximately <br />187 people per year since 1850. This normally translates <br />to approzimately 60 new houses per year. Much of the <br />growth can be attributed to the steady inHuz of manufaduring <br />intotheCityofParis. The(iryhasseverallargeemployers <br />including Campbell Soup, Kimberly-Clark, Sara Lee, ond <br />Turner International Piping. Additionally, the health care <br />industryis a large employer in the City. <br />The Ciry experienced o major fire in 1916, and all of the <br />downtown area was reportedly lost. The CBD wos <br />reconstruded, and most of the water lines in the central <br />portion ofthe cirywere construded during the 1920's. <br />Project Background <br />The Ciry is wrrendy experiencing an unacceptably high <br />amount of unbilled water in the drinking water system, and <br />Carteri-Burgess <br />* Customersthatarenatmetered: <br />• Parks <br />• Water main flushing <br />• Fire protection <br />• Consiruction <br />• Streetwashing <br />• Cityi«igafion <br />* Leakage in the system <br />+t Inacaratemeters <br />* Inaccurate billing software <br />* Meters that have been pulled and replaced with <br />jumpers <br />15 <br />
