MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION CITY OF PARIS - CITY HALL COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS MONDAY, JANUARY 7, 2013 5:30 O'CLOCK P.M. The regular meeting of the Planning and Zoning Commission on Monday, January 7, 2013, was called to order at 5:30 p.m. by Dennis Chalaire, Chairman. A. The following members were present: Dennis Chalaire James Price Mike Folmar Keith Flowers Jerry Akers Holland Harper B. The following members were absent: Richard Hunt C. Also present were Shawn Napier, Director of Engineering, Planning and Development; Alan Efrussy, Planning Manager; John Godwin, City Manager; Sue Lancaster, Council Liaison; and Ashley Fendley, Secretary for the Planning and Zoning Commission. 2. Approval of minutes from previous meetings. (November S, 2012) Motion was made by James Price, seconded by Mike Folmar to approve the meeting minutes for November 5, 2012. Motion carried 6-0. Discussion of Ord. 2012-040. Shawn Napier, Director of Engineering, Planning and Development discussed the proposed changes to Ordinance 2012-040. The ordinance needs to be amended so it conforms to state law. One of the bigger changes occurs in Section 3, under B(1) which will allow a minor plat approval of four (4) lots or less as long as it's not dedicating right of ways or easements; this ordinance will allow more freedom.. The current ordinance allows a minor plat approval of two (2) lots or less as long as it's not dedicating rights of way or easements. Mr. Napier further stated another change in Section 4, F. Minimum Improvements under 1(a), Standard curb and gutter, except as permitted in an area zoned One-family Dwelling District No. 1(SF-1) (and not otherwise required) or by variance.
