request in writing to the City Engineer prior to Final Plat Approval. The City Engineer may <br />grant a curb and gutter variance administratively upon finding of special circumstances or <br />unnecessary hardship. The Planning and Zoning Commission had some concerns about the <br />changes that a citizen is not going to get shortened and not apply for curb and gutter. Shawn <br />Napier stated the changes are considering if the lot is a middle lot with a 2ft or 3ft road side <br />ditch instead of making them go to the top of the hill to start; the City Engineer can waive <br />this if he finds a hardship. <br />4. Consideration of and action on the Preliminary Plat of Lot 20, Block C, Windsor Estates <br />Addition, being number 705 40`h Street N.E. <br />Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by <br />Holland Harper, seconded by Mike Folmar to approve the preliminary plat, subject to the <br />City Engineer's recommendations. Motion carried 6-0. <br />5. Consideration of and action on the Final Plat of Lot 20, Block C, Winsor Estates Addition, <br />being number 705 40`h Street N. E. <br />Motion was made by Holland Harper, seconded by Jerry Akers and Mike Folmar to <br />approve the final plat, subject to the City Engineer's recommendations. Motion carried 6-0. <br />6. Consideration of and action on the Preliminary Plat of Lot 1, Block A, John House <br />Addition, the 1400 Block of Sherman Street. <br />Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by <br />Keith Flowers, seconded by Holland Harper to approve the preliminary plat, subject to the <br />City Engineer's recommendations. Motion carried 6-0. <br />Consideration of and action on the Final Plat of Lot 1, Block A, John House Addition, in <br />the 1400 Block of Sherman Street. <br />Dennis Charlaire discussed the City Engineer's recommendation. Mr. House is requesting <br />a variance for the curb and gutter requirements. Shawn Napier, City Engineer, stated that <br />there is existing curb and gutter to the east of the property but not to the west. Mr. House <br />informed the commission that he was not aware of the curb and gutter issues. Mr. House <br />further stated he is planning on building a 1,800sq.ft. metal building to store his cars and <br />R.V. The Planning and Zoning Commission recommend that the property have a driveway <br />approach with curb and gutter in the city right of way. Motion was made by Holland <br />Harper, seconded by Mike Folmar to approve the final plat, subject to the City Engineer's <br />recommendations. Motion carried 6-0. <br />8. Consideration of and action on the Preliminary Plat ofLot 1, BlockA, TNA Paris Complex <br />Addition 306A, being number 635 Stone Avenue. <br />Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by <br />James Price, seconded by Holland Harper to approve the preliminary plat, subject to the <br />�� 10 <br />
