MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council <br />Shawn Napier, P.E.~I/~ <br />City Engineer ~[t ~ <br />October 11, 2002 <br /> <br />SUBJECT: Recommendation on the Elevated Water Storage Tank <br /> <br />This memo is in addition to the one from Frank Davis of Bucher Willis & Ratliff (BWR) <br />concerning the bids received for the elevated water storage tank facility. <br /> <br />The City's existing tank on N.W. 7th Street only holds 500,000 gallons and was constructed in <br />the 1923. The tank is coming to the end of its service life because the wall thickness has <br />decreased due to rust, sand blasting and painting. <br /> <br />Please review the tabulation of bids provided by BWR. The low bid cost per gallon for the <br />2-million gallon overhead tank is $0.897 per gallon. The price per gallon of the 2.5-million <br />gallon tank is $0.8176 per gallon. The difference in price is $250,000.00 for 500,000 gallons, <br />which is only $0.50 per gallon. <br /> <br />The low bidder's price for the second level structural floor with access and lighting works out to <br />be $18.40 per square foot for the 2.5-million gallon tank. The second floor area is approximately <br />2500 square feet if used for office/administration purpose, or alternatively the potential for <br />150,000 cubic feet of storage space exist. <br /> <br />I recommend constructing the 2,500,000 gallon elevated water storage tank with a second level <br />structural floor for a total cost of $2,090,000.
